If a passport is lost or stolen and the holder needs to return to Italy, the Consular Office may issue a provisional travel document known as an E.T.D. (Emergency Travel Document). This document is valid for a single journey to Italy, to the country of permanent residence, or, exceptionally, to another destination. It should be noted that, within the Schengen area, and in accordance with their commercial policies, some airlines may allow boarding upon presentation of a police report of theft or loss issued by the local authorities.
In order to obtain the provisional travel document, the applicant must submit the following to the Consular Office of the Embassy:
- The application for the EU ETD must be submitted using the designated form (attached) and must be accompanied by:
- A report of theft or loss of the passport issued by the Lebanese Police (Internal Security Forces), duly legalized and translated, together with a photocopy of the lost passport and/or another identity document;
- A declaration of loss or theft of the passport submitted at the Consulate pursuant to Articles 46 and 47, with the warnings set out in Article 76 of Presidential Decree No. 445/2000 (form);
- The travel ticket, where available;

Once the provisional travel document has been issued, the holder must report to the Immigration Office (Direction Générale de la Sûreté Générale) for the affixing of an exit authorization stamp.
It is recalled that, pursuant to the applicable regulations, the EU ETD is valid for the duration of the journey for which it is issued, for a maximum of fifteen days. Upon arrival at the destination, the beneficiary is required to deliver the document to the border police or to another competent police authority, regardless of any remaining validity.
